I think the Peace Conference concept is a great idea. However, it is a little complicated IMO, so I didn't get all of the details. Your world tension concept/idea is already (partially) in CoN. It lives on as morale, so you are simply suggesting more factors to morale. I think, if you simplified both concepts, they would be a great addition to CoN.

in case you dont know how to do that, go in the game, click settings (bottom right along with the fullscreen and search buttons), and when that long menu pops up, find the bug icon
