They do not spawn in an endless number; rather, they appear as the map is generated. The zombies are drawn to the noise made by the soldiers, which in turn causes the soldiers to make more noise. This cycle continues indefinitely. You will need rangers in order to clear the map quickly. Later on, when you have a large enough group of snipers (at least 20), you will be able to clear the map with them, but you will need to be wary with specialities.
