An interesting idea. It would allow for more nukes to be used, or for morale in newly conquered to be raised above 35% faster. Of course, you can also use army bases, recruiting offices, and bunkers to increase morale. If you have each of these up to level 5, your city will have +39 morale per day. Add a counter-ops spy or two to guard it, and no corruption agent will be able to overcome that.

So long as the bomber flies in international airspace, you can't legally shoot it down. The U.S. and its allies also fly planes near Russia and China from time to time. Nuclear weapons are complicated and intricate devices, and have lots of safeguards built in to prevent unintentional detonation. That said, it would be interesting, having a chance for them to go off when destroyed. I always send my launchers off to remote islands and jungles anyway, but that would add another reason to do so.

In fact, if Germany and Spain et al. are a real threat, you could just nuke Russia's cities enough to lower the morale to the point that Insurgents pop up, which would really ruin his day. IMO if Russia has nukes too you might want a couple more TDS to make sure you don't get nuked yourself. It sounds like you have a lot of territory and troops to cover!

A nice idea for sure, but one issue is that, while the ground terrain can effect aircraft's ability to attack ground units, it does not have any bearing on air-to-air combat. And also, if some bombers get intercepted by fighters over mountains while on their way to bomb a desert, what terrain modification would apply?

As I was playing CoN today I had a little thought: What if there was a ship like a carrier, but that took Air-Assault capable ground units instead of carrier capable planes and choppers? It could be something like an Amphibious Assault Ship, the Iwo Jima class for example. Could such a thing work, and if so, could it be balanced well?
