I like this idea too. A very interesting and clear point of doing it, and how it can work. I feel it could be a really great thing to do in-game. With only money payment, not resources, we could do convince NPC nations to make a difference in the world map. People that want to play roleplay games would love this idea too!

So population works for me and it's going up. But how high it can be. Like what is the max number of population that can grow in one city?
