Is there a practical effect in declaring war before invading as opposed to just jumping in with a sneak attack?

I believe AI reacts more negative with your popularity on sneak attacks, not for sure though.

If it works the same way as in supremacy then yes it makes a difference on your popularity which in turn if it drops too low then the AI countries have a tendency to war dec your nation mid to late game.

Sure if you are to be successful you need to keep attacking and eventually you will be the most notorious, the idea is to delay this process as long as possible. Let someone else be the most hated by AI nations. The last thing you need is an ally gone inactive and the AI taking over to war dec your nation...
After it happens to you a few times like it did to me in Supremacy, I rather not take the chance. It only takes a second to war dec just before your troops cross the border. -
