- just remove the redundant city info already.
- fix the damn map freeze when in open spy window

Overhaul idea section
what are the problem I belived current spy to have?
heavily RNG base, lack of options to manipulate, some spy lack of action variety to explore, trash information
(seriously who's idea to just show a huge 200 line list of city and what resource they make)
also these idea did not effect gold action so hope this have more weight on it
current spy
- Intel agent
show last msg, show secret building, show research, show spy, show all city name (the trash information), show nearby units, show store resources
- corrupt agent
sabog production resources, sabog money, reduce moral
- sabog agent
damage building, delay building, delay unit.
Suggested change on RNG
all action in each agent type will have it own chance weight that change every day
in the spy panel will randomly show what action have the least chance or most chance for each spy type on that day.
This will let us have more control over what action you want. more strategy decision.
This could increase depth of the spy without effect complexity much; people can still blindly just assign ton of spy without care and they still do the work. it still can be use and money sink as currently
*note that the action chance is unrelate to success & capture chance

make it so that spy action have different effect on homeland, occupied city and province, rebel city
- intel agent, if place in these could do the following action
- corrupt agent (note that sabog resources/money effective is base on province production). don't have much creative idea on this agent
- sabog agent. since it already powerful and annoying so not much change
