Canberra, Australia - Obviously Canberra is the capital of Australia, but it's not far from Sydney, which is one of the country's largest cities, and arguably its most famous city. Warrnambool is technically Australia's largest city by population, and it's not on the map either.
My point is that the devs didn't always necessarily choose the largest cities or even always the correct capitals to make into cities. Now, you can disagree and believe that they should have, but its not really hard to understand why they didn't. Honolulu and Anchorage are not huge cities at all, but they made it onto the map while Philadelphia, one of the country's largest cities and one of its historic capitals did not. I'm guessing Philadelphia didn't make it because they didn't want it crammed in that closely with New York and D.C. while Hawaii and Alaska were sitting out there doing nothing. I'm guessing that's the same reason Liverpool didn't make it: it was too close to Manchester so they decided to go for the inland one.
We could certain have the opinion that "they should have just used all of the capitals and largest cities". However, if we're actually ASKING WHY the devs did it the way that they did it, it's not too hard to guess, and it mostly revolves around balance/gameplay:
They probably start with the number of cities they want a country to have, which is itself probably the result of a compromise between real size/population and balance.
Then, they probably take of a list of the most prominant/well-known cities in that country and pick out that already-decided number of cities that seem to make the most sense for the game. 10 of the largest 15 cities in the U.S. are in Texas and California/Arizona, but it probably didn't make much game sense to pack a bunch of cities in that area, leave the rest of the country without many, and let Mexico get immediately and easily swamped every single game. So, they throw in some smaller cities in different areas but still try to go with cities that sound recognizable to some people: i.e. Honolulu and Ankorage. -
