I can never get my ships to back to the port

they always just stop outside of it

Because there is no such thing as moving your ships into a port.

If you put the ship into a port with a hospital it will heal, and ships automatically gain a certain amount of hp/day in coastal waters.

Because no matter how close you move it to a city, ship will still count as in the water and thus only get the healing for that, It'd have to disembark onto land to enter the ground province and receive the healing of it.
"Docking" ships in a port and getting healing from the hospital has never, ever, been a thing.I am The Baseline for opinions -
If I remember correctly, the healing comes from being in coastal waters regardless of where. City or not."Retreat hell! We're not retreating ..we're just advancing in a different direction." General Oliver Smith USMC

Sure, the USA is having a carrier dismantled at the moment. Kitty Hawk is in Texas being recycled. Scrapyard bought it for one cent US. But it had been deployed for 48 years, it had a good run."Retreat hell! We're not retreating ..we're just advancing in a different direction." General Oliver Smith USMC

I want to propose new buildings. The building of intelligence and counterintelligence. The better the intelligence building, the less likely it is that your spies will be caught. The higher the counterintelligence building, the better your counterintelligence officers catch enemy spies.Knowledge is power.
