Simply talk to him and ask about the country if you are not at war with him.
If you are at war then look at news articles or send some inf on long waypoint after specific intervals in remote provinces and note which inf was able to travel the most most distance without being hit by a fighter.I am the best player of this game that was and ever will be -

Pay attention to information about air or artillery strikes of the future enemy. At what hour does he usually start wars. Few people start wars before going to bed. Also notice when he publishes something in the newspaper or responds to you in private messages.Knowledge is power.

And try not to indicate in personal conversations what country you are from. So he can determine your time zone.Knowledge is power.

Just use common sense and logic and easy (that's how I do it, and it rarely fails, especially on the rare instance I play 4x)"War does not determine who is right; only who is left."
Always strive to be better
Don't try and be the best
A better world is always within out fingertips
But Utopia just causes more stress.
