Title. I've been thinking about this as in my opinion, building nine army bases in a country like the USA doesn't seem to make sense to me. I feel like making 5 or 6 would be much better. Based on how many units you expect to have late-game, what do you guys do?
Do you guys build army bases in all your cities?

OFC the first question is what (i.e. the type rather than the count of units) one wants to mobilize. Cranking out melee units is a poor strategy, in general. So one can argue that building even a single army base is wasteful.Commander Zozo001

Sometimes I build none cuz I don't build infantries, not even national guard. When I do build army base, 4-5 and spam 2 rounds of CRV

You start with ~11 Infantries I think. Just don't lose too many infantries and you are good to go
Important aspect of it is to not have your infantries involve in combat, other units are better combat units. Infantries sole purpose is conquering, not fighting (and maybe rebellion suppression). -
I would recommend building in every city. Army bases build morale and therefor production level goes up

Everything is situational.
sometimes it makes sense to build army base in all cities on day 1. It depends on who is around you, what country you are, what country you’re allied with, what country/player you’re trying to target and what units/buildings they are going with at the time.
USA having army base in all of its cities sometimes makes sense. If you’re trying to rush 2 players, Canada and Mexico at once then I might build army base in all cities if I were going with infantry.
If you treat the game as cycles of events then you will realize what is a good investment for one cycle might be useless for the next cycle. You can’t judge something in a vacuum, taken out of the context of the/a specific game and what is happening on the ground -

Just for starter CRV spam (until day 4).
I don't research infantry until the day 20 anyway. 10-12 infantry units is enough to take a country, just create stacks with one-two infantry troops, and use CRV for defense against Rogue state. CRVs are stronger in attacks (4.5 v 3 lvl1) and cheaper in manpower.
They are also better (at lvl 1) than National guard lvl 3 (both 4.5 defence in cities, but stronger attack). Because that, CRVs are the only unit from categories infantry and armored, which you really need. -
