      The factors the Dorado developers used to decide which nations to make playable in any map, could include:
      • How big (landwise) the country is
      • How much population the country has
      • Whether there are a lot of CoN players from that country (!)
      • If, in community feedback, many players voice their opinions that they want the country to be playable
      • How prevalent the country is in world events
      The last one might also be why the nation representing Kenya, Uganda, and Tanzania is called Kenya, despite Tanzania being bigger in area and population.

      Also, I'm pretty sure Fiji has the highest population out of those little island countries, so it would make sense that they are the only ones with a city.
