Hi, I'm new to the game, I've been playing for about 3 weeks now multiple times as Philippines. I always go broke at the start of the game because of how hard it is to attack other countries as an island country. My troops usually get damaged when they disembark.
suggestions on how to play as a navy heavy Philippines?

Frigates, Cruisers for amphibious operation support and attack submarines for anti-sub, anti-ship mixed open power.
Annex a component and elec city and completely avoid airforce, and a elec heavy army. Use mobile artillery (no elec cost) and generally cheap stuff on ground. -
I'd go with light navy at the start, corvettes for offense and defense actions.
As you grow and make sure the area around you is safe, cruisers combined with naval officer.
For land operations, I'd probably go with mobile artillery, SAMs and radar. Infantry only for capturing. -
This is a suggestion for how to NOT play as a navy heavy (typical public game) Philippines". You can obviously take it or leave it.
Build a strong, fast/agile Air Force and only (barely) enough Navy to defend your shores.
Use the planes to blast enemy troops into pixels shortly before your troops start disembarking.
Use the planes to supply air cover and to continue blasting the enemy troops as you expand beyond the port you just took.
Easy-peasy in most public games if you are able to be active enough to keep up with what the planes can do for you.
