How about, elite Battleship?

Maybe a coastal defence Artillery system, quite around the cost of towed Artillery, and can only be used against ships. Range of 125 at max level with up to 12.5 maybe damage, Radar up to 75 Range and sight Range 50 (best used paired with Radar. This could be extremely useful late game, great fir protecting places like the middle east against naval attack

Elite early-warning system
Basically a super-buffed mobile Radar with 3 variants: ground, naval and air. They each have a Radar range of 400 and can detect anything but stealth of their type. Maximum 5 of each at max level

Ship designed for coastal bombardment or Artillery platform
Artillery platform acting like an aircraft carrier for Artillery. Increases the Artillery's range by 50%, extremely vulnerable to attack.
Coastal bombardment ship with guns ant Rocket to bombardment cities, destroy buildings and kill infantry.

Make Combat outposts defend against units.
they deal maybe 3 damage per hour to all units in that province, thus enhancing their usefulness

minefields for provinces
Every hour enemy units are in the province they take so much damage, cheap as dirt, take 30 min to build
Edit: ships should also be able to lay them in ocean provinces at the cost of deployable gear

Trench complex building for provinces
Slows down enemy troops by 40%
Has super-high health
Gives enormous entrenchment boosts and defence boosts
Is mostly protected from air

Regular bombs (do all-around damage)
Cluster bombs (plant minefields in enemy province/city, dealing overtime damage to all units in province)

We need carrier stealth fighter jets.
For US because US line aircraft carriers have catapult launchers, so F35C is fit with it
For EURO like HMS Queen Elizabeth, it don't have catapult launchers, it only have STOVL (short take off vertical landing) to STOL (short takeoff and landing) ..., F35B should fit with it
For RUSSIA it can be use China's J35 / SU75 for the carrier jet, of course it is not 100% match with Russia carrier, but I think both of them is not a heavy fighter, so it can still take off from ski ramp, like Rafale M, F/A-18 super hornet and MIG-29K
