Ok, so I'm playing as Cuba on BGUSA map 7739569
I research Mobile radar
I build the requisite lvl 2 army base and arms industry in Cienfuegos and Santa Clara
Now, I no longer have the option to build a radar, TDS is the last choice (1st pic)
BUT
In Santiago De Cuba, the mobile radar option shows up, but can't be built because no lvl 2 army base (2nd pic)
Also as a check, started building a lvl 2 army base in Camaguey, and as soon as I started it, the mobile radar vanished from the list.
WTF????
