after discussing the topic on the forum and analysing the latest numbers, we have decided to revert the Arms Industry and change the population growth speed.
1) Arms Industy now (again) produces 10/20/30/40/50 % resource bonus on the city resource production
2) City Population now grows up to twice as fast in the middle segments between 5 and 8 and still faster up to population 10
Naturally morale still plays a large role in the resource yield and also in the growth of population (unhappy people have less kids). Furthermore population growth can be noticably accelerated by building hospitals. As every population level above 5 adds another 5% to the resource production base used to calculate the bonus for the arms industry the overall benefit of boosting or preserving poplation in favor of high resource output can be significant.
