The problem still exists wherein a small rogue state unit pushes aside a much larger occupying unit and takes over a city.
In this game I have made certain that occupying units are central to the cities, but it makes no difference. A rogue unit fo 20/30 HP pushed aside an occupying unit of 204/214 and I have had to drive for allmost 2 hours to get back to the centre of the city.
This is definitely a bug or related issue.
