I am a fan of Phantom II, but in this game it has too less HPs and is too slow. The Phantom II was a very stable jet and it was very fast.
My suggestion: You must research the airsuperior fighter level 3 and then you can research the navy superior fighter. Then the Phantom II has a speed of 16 and 22 HP.
Often I use the naval airsuperior fighter only for reconnaissance, but I like to have a faster jet and so I dont must research the next tier so early

For the european and the eastern doctrin are 2 possibilities
The naval airsuperior fighters tier 1 have only speed 12 or you can this aircraft only later research.
