From what I have seen, if your frigate attacks/gets attacked by something else then the AA counter will drop as well as the time to next engagement counter.

For awhile the timers were broken and the naval bombardment would trigger the AA timer.
As far as I know it has been fixed.
The two timers are running separate again. -
The frigate must respond to the air attack with its AARetroceder Nunca, Rendirse Jamas
