ASW helicopter should be able to be based on cruisers and destroyers. It should for sure be able to be based on cruiser from the beginning and I think on destroyers from a later research. Possibly tier 2. This should only be available to ASW helicopters and only have a capacity of one, because it wouldn't be fair to have a massive squadron of apaches taking off from an arleigh burke class. But many modern destroyers and cruisers come with helicopter to transport troops and hunt submarines. This would help give ships a way for recon, and help give better ASW support for small counties who can't/haven't researched or built carriers.
