Do NPCs have the ability to decide if they like you or not and make treaties or not with you ingame?

Thanks. How? Just declare a new relation to them, and if they like you enough they'll change their status to match yours? So like if you make them ROW, they'll do it back if they like you?

you got it. But if you will military pact with AI, you dont might attack any country. Your reputation must be very high.

Once I make a military pact with them, is it safe? Like if my global popularity drops after I make the pact, will they go back to just peace?

No. NPC downgrade relationship if reputation between your both countries is too low for npc. there are not sure numbers. One Nnpc can declare war with 50 reputation, other can be still partner with military pact.
But huge dsadvantage of MP with npc: npc move sometimes troops to your countrie, and sometime they downgrade relation, and then you can have a problem in your homeland. Also taktiks: use RoW or MP only for npc wich are far away, or small enough for being a danger, and for those you are sure you would not atack they in at least next 3 weeks. because your downgrade of relationship kill some points of reputation too.
I had cases, where nps did not switched own relationship high, but used my relationship to prepare attacking on me. he moved troops to me and to my coast. next day switched on embargo. also then i did not wait longer and declared war. But some his troops were already on my soil. -
Sorry to break this to you, but according to our code, you CANNOT make treaties with NPC/AI nations.
Last Warrior must be citing from older games he's played such as COW - where this was a nice and effective tactic to abuse the AI to ally with you, while you move your units into their cities and then declared war.
Abused like hell - so we turned it off in CON.

awwww. I see how that could be abused though. That makes sense. I didn't even think of that! That's really smart, though.

"Abused". Well, on Supremacy and CoW this was so much abused it became perfectly normal lolRunning an online alliance is pretty much like running a small company, except you need to find other way than money to keep your employees productive. May they play or work, they are humans.

My idea for AI relations was to build an Embassy where you could train courier/diplomat/ambassador and send them to AI nations in order to improve relations and maybe even bribe the AI into attacking another player.
