I've lost some homeland cities in a game to either insurgencies, or another player. Now that I want to take them back, will I have to pay the high price to annex the city so that I can build troops again?

Here is what happens when you retake one of your homeland cities.
Your citizens take to the streets! They see their leader marching through the streets!
All the want to do is join the war against the devils that are trying to corrupt your country!
Something like that.
At least by my experience I have not had to annex one of my homeland cities. -
