National Guard. What is up with them?????

Ok, can someone please fill me in. I have just created a few National Guard units, and (granted it is a 4x game), many of them have already taken damage in cities that have a good moral rating. WHAT IS GOING ON????? Can someone please fill me in?

WHat is defined as good morale? 70 percent? 90 percent?

ALso how much damage has been taken

National Guard start off with health equivalent to the cities morale that they were produced in.

exactly, if the city has 70% morale, they start with 70% hp. the higher the morale, the higher the HP they start with.

FYI : After creation the HP slowly fill up as if the unit was wounded - so you can place it in a city with hospital to increase the recovery speed.
