I have a 3rd level tank that is fighting a 1st level tank, and I am loosing? How does that make sense? And I mean soundly loosing.
Levels??? Do they really matter?

CoN has always been more a matter of context and stacked malus/bonus
Level 1 tank is 45 HP 8 hard damage
Level 3 tank is 47 HP 9 hard damge
The difference isn't spectacular, except that the level 3 is 30% faster.
So... depending on where the fight happens, it often says who will win.
City ?
Defender tank has -50%, attacker -25%, + entrenchment bonus. Attacker has -45% penalty, Defender -50% penalty. In this case, the lvl 3 MBT in attack will win most of the encounters, but not so much.
Plains ? the attacker will have 50% bonus, the defender 25%. If the fight happens outside the province center, no entrenchment bonus, and the attacker tank will win, even if it's the lvl 1 attacking the level 3.
Etc etc etc.

Interesting.
I think about 'stiff' and optional research line for some time, but I'm to pessimistic to even propose it (coz it's probably takes too much effort, it complicates the game etc. ). In few words - we research unit from tier 1 to tier 3 as it is now, but some research could be optional, for example : improved armor, anti-air weaponry, urban warfare (there are huge possibilities and combinations that can make almost every nation different - variants of some unit). And this idea about building requirement to produce unit from higher tier fits to this concept perfectly.Display Spoiler
