actually this is something you can fix yourself: Simply watch out that the air base(s) in range of the helicopter units are not damaged and/or destroyed. If bad comes to worst you can build an airfield in the province containing the trucks.

Aircraft turning to trucks is our way of allowing a player to "save" his airforce if above cannot be done.

Usually the reason for said bases being out of order is due to strike attacks, cruise missile attacks or artillery bombardment. Just pointing it out.
