In a current game I have a player wanting to join my coalition but is not able to apply.

One current member of the coalition is, and has been offline for quite a bit, and as it so happens has a diplomatic status of war.

Is this why the player is unable to apply for my coalition ? If so is there a work around ?

Id appreciate any and all feedback.
