just but only in citi witch you atack measn that atack capital city and not defeath him ( posible make situation for rebelelion ) not lower morale evrywhere just in this one city ( and its posible that you lowest morale on 5% and he dont revolt or still send there unit on mignight ( especialy i see game witch capital on 5 % not revolt 5 day ..
