When I was playing as Chili, my cities had been wiped out, but, as I tried relocating to madagascar, I could not see the option in the build menu for Relocate homeland or capital.

Nationalization is currently disabled and you need an annexed city to build a new capital, so relocation is currently not really an option. If you lose your homeland, either get it back or you are doomed.
