Wasn't ROW as the country had reverted to AI - obviously it wasn't me that was losing any city's but was already at war with the same country. One city taken in the south and then quite some time later two in the north. Rather unlikely that AI would give ROW.... go to war, and then give it back again.

Well, some people become 'ai controlled' and then return after few days angry and asking - why did I kick them out from a coalition.
After some update, there is no guarantee that someone is 'ai controlled' or not. No, actually there is one - radar scouting shows a typical to ai placement of units.
Second thing - rivers. Some may enter deep into land, and deliver units unnoticed.
