So in my game ...
One of the countries lost all its cities. It may also have lost all its infantry units. It still has a couple of divisions of light armour and some corvettes.
I would be happy to have this country continue to exist, so I had in mind to recapture its cities, then allow them to move back in. The country would not be strong enough for the foreseeable future to pose a threat, but having those cities guarded by someone else's units would free up my own units.
However, if this country has lost all its capability to occupy territory, and all its cities, then it can't take those cities back from me? And if it can't take those cities back, then it can't make new units to occupy territory? So this is a hole in my plan?
