Units, excluding infantries and light units, could have three types of radar : ground, air, naval (sonar), but also their power level.
For example (T3 units):
Air Superiority Figher radar : ground(1), air(2), naval(0);
AWACS radar : ground(1), air(3), naval(0);
Gunship radar : ground(3), air(1), naval(0);
Destroyer: ground(1), air(2), naval(3);
Frigate: ground(0), air(3), naval(1);
and so on...
Every power point matches a tier level. It means if unit has ground(1), it can only spot land unit Tier 1 on the radar. If has air(3), it will spot air units Tier1, Tier2, and Tier3.
This concept could add another layer of complexity, but also another layer of flexibility, where units are not limited to have or not to have a radar. Also I think it could add transparent radar and electro countermeasure system.
