In the game, I had troops on an allied provinces and it was taken by another player. Wouldn't my troops be considered crossing his territory, hence declaring war?

From my experience this is very inconsistent.
It trigger when you order your unit to move out. Sometimes it do open war sometime it not.

I ended up moving the troops and it ended up declaring war and sustained heavy casualties.

It only happens if you order it to move. Otherwise staying there won’t declare war. Just ask for temporary ROW and you should be fine.

Maybe creation of retreat button in this case would be helpful. In case neighbouring province is yours or one of your allie.

Retreat can get you out fast - but your units will suffer and it's still a move.
Normally under these conditions you should be able to exit the province / nation by NOT moving on/over a foreign province center point (that is a conquering move).

Thats why called 'Impact Crush' it's can voided, when use in 'Right to Right' mode (safty locks), Right to Right mode can finded in Diplomatic Tab.Guns are always loaded.

Here how to use retreat with minimal unit cost. You do not retreat any stack! You retreat individual unit one by one. Down side is all of them will suffer heavy damage but positive side is you lost none, Abit of hospital and it can roll out again.This post was made by Leader of the Church of ROAD
