I have an ally who was attacking land units on a coastal province with submarines who were doing no damage, but didn't realize that would happen and logged off for a couple hours. While he was logged off, another country took that province and the sub continued to "attack" that province even though he didn't declare war on the player who took the province. 1) Why is the submarine attacking land units on land if a submarine does no damage to land units to begin with? 2) Why would the submarine continue to "attack" a unit whom my ally wasn't at war with? Wouldn't the submarine just stop attacking, similarly to how planes and support units react if another person who's not at war with the person who takes over a province that was initially under attack? Is this a bug or is this normal?

You artillery can even shoot on airborne in midair, if you targeted them while they were still on the ground.
