I am unable to figure out a counter for the frigate cruiser combination except to out-produce and out-tech the opponent. With nearly any other unit, there is typically a weakness that allows a counter, even when stacked. But the weaknesses of the frigate are perfectly countered by the cruiser and vice versa. So what do you hit a 4-6 stack of those two ships coming at your coastal cities?

What turned out to be effective was a fleet of sub hunting helicopters. Turns out they are also very effective at attacking ships too once you research them to lvl 5.

In general subs would be your best bet, because neither of those ships can detect them. Or just have your own cruisers.
Choppers might help too if they are close to coast, just need to heal them up good again.

Example
- use artillery or vessel fire at enemy unit that executing other task such as attacking city, other unit, moving or in attack cool down to avoid getting automatic fire back.

A: When you attack opponent navy with same range, sometime it delay it's action to fire back to your unit (A few second) and within that time frame you need to run away from it's range. wait 1 hrs for your navy cannon for cool down then move again to hit and run back again. That we call "Hit n Run"

frigates have less range and if not researched to max stacking them with cruiser will decrease the range of cruisers.In this case all you need is one ship with good range and fire at the naval contact then get out of range.Sub is a good option but it should be researched well.Hit and run tactics need your fire-control to be set to default otherwise they will not run back if set to aggressive.I am the best player of this game that was and ever will be

No, every unit keeps their range.
Though if a unit with a bigger range fires, units with smaller range will lose their attack and deal no damage. -
Is it not like this:
first unit with higher range open fire and if you come closer the rest of units fire again?
Or units with smaller range get attack tick but they don't actually attack? -

If you want all units to fire, you need to get close enough for all units, if you deem it worth the risk.

If you attack with your mixed stack and only your cruisers fire, after the attack your frigates can fire alone if you take them out of the stack?
Maybe I am wrong but I think I tried it.
