Hello everyone, I was curious on if it's worth it to place Arms Industries in occupied cities (before annexation)? Especially if it's a resource that a person needs more of? If so, would you do this early game as well?

You should not care about occupied cities, until you maxed production in your core cities, maxing Arms Industry and maybe Airport and Harbour, also some levels of bunker to increase max morale of city.
Occupied cities have a max productivity of 25% and also very low morale, arms industry is hardly worth a lot. After you maxed your core cities and morale is decently up in the occupied city you can maybe think about annexing and building arms industry.
Annexing may seem expensive, but it offers a 100% production increase compare to 10% from arms industry. -
