I was wondering if people can purchase customized games? Like maybe a World War III game which has no end until one player conquers every city and province, or a game in which every player starts off with the first level of everything in the research tree at the beginning of the game?

I don't think there are such games

We do not offer individual games. As multiplayer online game that would be the opposite of our game and business objectives."Going to war without France is like going hunting without an accordion." Gen. Norman Schwarzkopf

What I describe would still be multiplayer online games; merely custom tailored ones.

Keep in mind there are many game modes, some rotating only available seasonally, there is a strong roleplaying community on discord that tries to get big groups together to role-play certain CoN maps, and if you join an alliance there are even more game modes and styles available in that area.
Pretty much everything you mentioned in your first post is the premise of most CoN games but I don't think anyone is gonna stick around until 1 player conquers the whole map. Maybe you just have to spice up the way you play CoN? -

I spent $65 CAD on gold in one game and developed nuclear power. I was just beginning to flex my nuclear power when... boom, game over, because some points-based game objective had been reached. I have since been unmotivated to spend money on this game. I feel like an open-ended game allowing for the possibility of one player ultimately conquering the entire map might be more worth spending money on, rather than an abruptly aborted game.

I don't want to be that guy, but maybe pay more attention to the points goal in the newspaper next time. Sometimes the managers here are understanding and can help with situations so I would take it up with them.Sir McSquiggles

Was a feature, not so good, the server have to run like 1000 empty game. so they remove it.
But here a think, I believe if you can organize and make people join you enough to open you can request them to open Roleplay server. This post was made by Leader of the Church of ROAD -
