i think so. i get that a lot also, where i'll get destroyed except i have like one or two island provinces and they don't conquer them and i like to go through my archive and look at games to see which countries do well overall and i'll be listed as a winner.

Technically any nation surviving with points at the end of the game/map is deemed a "winner" because they survived.
The differentiation of course lies in the placement...
