When I launch a ICBM,could the targeted player see it coming once it's fired?

Yes, people can try to dogde them. Though the must be quite active to achieve that.

Yeah but people will be building them anyway as the game progresses so if you have them early you might as well use them early.

I always hated that. You could start a chemical weapons program in the disused lavatory of an abandoned warehouse, and no one should even know. Hell, the first nuclear reactor was built under the stands of an old football stadium. I'm all for the completion (and therefore the first detonation of a test weapon) being announced in the paper, but having the beginning of the chemical and nuclear programs published in the news may be one of the dumbest things in all of CoN.

And the fact that it is published for chemical AND nuclear research. So everyone has 2 chances to spot your inevitable ICBM research.
