What if one city can produce multiple resources ? I don't say that every city but only some like the resource problem of the Koreas can be finished like that . The money produced will be just what it is . Only a second resource will be produced . Would that work out nicely ?

I mean, as a victory site it could work. But a country possessing them from the very start would be a bit unfair imo.Currently on (potentially permanent) hiatus

This technique can be used to make smaller nations playable with even 3 cities . But yes there will be some advantage to the player conquering it .
