If I send a boat into a river to attack an enemy city, and the river cuts straight into the enemy country, can they automatically see my boat once it's in that river? Or does it not count as being on enemy territory?
Can a boat on a river "inside" an enemy country be automatically spotted like how ground troops on enemy territory are?

It depends
If the river is wide, the enemy may not be able to see it
If the river is narrow however, the enemy should be able to see it
