It has no roads and no province center and no cities and therefore
1. cannot be occupied.
2. can't launch troops at you.
This is just there to block of some in the real world existing territory they didn't want to be in the map, just like they do by using the borders of the maps in any map that doesn't use the whole world. It appears to me that they don' want to Africa being a big land continent but instead want these countries to be able to develop navies and concentrate on other things then the land fight with their southern neighbours, which wouldn't have to pay attention to the sea at first.
(And why does the forum mark "neighbour" as spelled wrong?)

BTW, I too declared war against them and when I did, they soon changed to ceasefire. I reverted to peace after some days and then, they too did the same -
If you look closely you can see that "Neutral Bangladesh" just like "Neutral African Nations" is a province held by "Neutral Nation".

I know reasons, why Oil Refinery not working, because there has missing 'Oil Derrick', now i must use Local Industry lvl 3 for gathering oil to Orinary Pool, if there has oil derrick, them oil derrick gathering oils going to Olymbic Swimming Pool.
