First of all: if they send a stack of 23 bombers they are an idiot, so you have a good chance of winning. Stack your fighters together with your air officer and go to intercept them asap. Keep your sams and anti-air parked in your homeland cities to defend the best they can. And, move any non-anti-air units away from your cities to minimise your losses, because I'm sure he'll deal some damage to you.

Yes, if you wouldn't shoot it down he can deal damage to you without any risk, until you took all his airports are all destroyed/taken over. Even though it's just 12 damage, it can still be a lot of damage done in the long term

Try 1x ICBM lvl 2 unit can destroyed to entire bombers, including air bases too, it's can reached 7500. only one round, if he has 3x TDS unit in city, them missile is wiped out by TDS units.
