    • Let ships go through cities

Smaller ships like Corvette and Frigate should be able to pass through cities. This would allow for more tactical planning

Bodies of water like the Volga River are blocked in game because of “land” on the river. As a result, ships are not able to go where they could and many strategies are dead in the water. Any hope of sneaking special forces up a river or using corvettes to support land units near a river is dead. Some cities may not have draw bridges, meaning large ships like Cruisers are simply unable to pass. Here is my proposition:

-Corvettes, Frigates, Transport Ships and AIP subs can pass through a city on a river
-Infantry can move through the city without issue
-Infantry and ships will not lock in combat, but ships can bombard them from inside the city.
      -New river terrain, for differentiation
-Balanced by ship restriction, as well as your units being extremely vulnerable to being flanked by other ships or bombarded by artillery
