      Didn’t find any other threads about this so here I go:

      Some countries are good at espionage and others are not. Yet, espionage is critical and information can change the tide of war

      Spies in game are very bland. You pay money, they do the thing in the city, they might get caught. I think spies can be developed more and have research of their own. Here is what I suggest:

      Below are new actions for the spies. Some of them might work, some of them might not.

      Strategic Intelligence-
      Average success rate. Recovers information on a country’s economy, communications and research

      Tactical Intelligence-
      High success rate. Recovers information on a country’s units and unit movement

      Economic Sabotage-
      Average success rate. Attacks arms industries and population, reducing resource production.

      Military Sabotage-
      Low success rate. Attacks arms industries and units, stopping the production of units or damaging a stationary unit of the class Transport, Support, Fighter, or Heavy. Uses a conventional warhead

      Political Sabotage-
      Very difficult mission with low success rate. Possible outcomes: Fabricate a message from the target country to a country of choice, or give a single enemy unit a command of your choice.

      Strategic Subversion-
      High success rate. Damages morale in a province

      Tactical Subversion-
      Success rate depends on morale. Starts a rebellion in a province

      Cataclysm-
      Fair success rate but is especially vulnerable to counter espionage. Contaminates a building of choice, rendering that building completely useless until the city is decontaminated. Uses a chemical warhead

      Defensive Counter-Ops
      Searches for and catches spies in provinces with high effectiveness

      Offensive Counter-Ops
      Hunts down spies in provinces with low effectiveness, interrogating them and revealing other enemy spies

      Specialist Counter-Ops
      High command only. Defends against Premium spy abilities

      Spies would have a research tree, where you could improve success rate, evasion and effectiveness.

      I think this could make spies more appealing and effective. It could help fight snowballing because as a country becomes bigger, it becomes harder to defend against spies and what small countries lack in military power they can make up for with espionage

    • also make it paramilitary, lower hit point than special force, but more capable in retreat, unfortunately the game doesn't have ranks for the battalion, otherwise assassination sounds good

      also if they successfully cause rebellion, the rebel might or might not turn against them

      allows our special force to extract our spies if they are about to be killed or captured, otherwise only 75% accuracy in intelligence
